Currently you can't get to Mrzli studenec without four-wheel drive. The last 2 km of the road is completely icy in places.
Nissan Navara made it through, my MPV didn't.

For starting point Planina Pungrat (or Šija)- slowly you can comfortably get there even with Twingo- worst road section is below Dovžan Gorge and few turns through gate /barriers of planina Pungrat- then it goes...
regards- was personally there yesterday- štruklji in Scout Hut excellent - much less crowds than on Kofce;
ps - Snake Path via Planina Koce harder accessible due to landslide/collapse - caution needed, that exposed part is critical - good to install wire rope - washed away cca 2 m "base" and under feet abyss- URGENT ACTION or we'll read again about GRS intervention...
