This is called "halo ring" or ring in Slovenian 
copy/paste from net:
When warmer and relatively humid air arrives at heights, thin cirrus clouds form in the sky and we see the sun through them somehow blurred, and around it often a ring of light forms. This is an optical phenomenon where colorful or white circles or arcs around the sun or moon are formed as a result of refraction and reflection of sun (moon) rays on ice crystals
