The only access to Lipanci is from the turnoff of the road towards Sport Hotel. The road from Mrzli Studenec should start being cleared tomorrow.
Across Planina Zajavornik there's a firm track suitable also for walkers, although it sinks a bit in places and snowshoes are recommended.
Since my ski binding refused to cooperate, I ended up at Lipanci, where there's over 3m of snow. Because of the binding no skiing, so will have to repeat the exercise.

At the turnoff to Šport hotel there are some parking spots, the main road to Rudno polje is widely cleared and you can park along the roadside looking downhill where it turns to Zajavornik.
Regarding walking without snowshoes, I think there won't be a problem on Sunday, because today (Thursday) there were quite a few cars along the road and consequently enough people that the path is already trodden.

Motorcyclists sped past without problem.

From intersection for Šport hotel, path without features, nicely groomed too. Below hut choose left more trodden path variant, through valley, because marked right sinks too much. Parking by road in morning only for a couple of cars, then park along road, no problem. Lots of snow. Good luck.

This weekend we went with family to golden colored landscape above Lipanca. Due to "little one" we wanted to start from Medvedova konta, but damn... Road closed till end of October at Mrzli studenec. Motivation dropped a bit, but when I got out of car and looked at sign, saw faded detour marked next to it, right after sign for Bohinj municipality entry. So we got happy and after detour (quite solid road) went straight to start at Planina Javornik. From there to Blejska hut, which was fully booked. While nicer part of family played at hut, I sneaked to Mrežce and over Lipanski vrh to Brda and back to hut. All in beautiful autumn colors. Larches wonderful. On such days (if not already) you fall in love with mountains for sure.

On Saturday 16.11.2019 we went with the four-legger to Mrežce. Started from Planina Zajavornik around 9:00 hoping to catch window without precipitation. Still caught some icy rain, but nothing terrible. Path is trodden, lower part a bit clear snow so not to dirty boots, then enough snow you're not dirty. To Blejska hut no problem (hut closed).
Further to Mrežce I quickly changed mind. Snow about meter deep. Track indicated, but snow quite wet, heavy and dog postholed in track so decided not to bother him to summit. Ahead two ski tourers going up, on return met some people, maybe someone reached top. Towards Debela peč footprints visible, but don't know if anyone went there in these conditions.
At Planina Zajavornik test station for avalanche beacons, but display broken. Small white light flashes when detects beacon, display no response.

The road to Planina Zajavornik, although mostly under smooth snow, is drivable with winter tires without problems. But I almost started the new year (that was yesterday) with an accident, because I entered a not very visible bend too optimistically and barely stopped before the car on the opposite lane.
The path to the Blejska Hut is partly smooth, so there were quite a few hikers with crampons. But precisely because of the crampons, the grip is good enough even without them.
In the end, I caught a nice alpenglow at Planina Zajavornik.
