Tour skiers and female tour skiers as well as those on snowshoes must have avalanche gear (beacon, probe, shovel) in Italy, plus proof of paid insurance (who covers damage or rescue costs).

From firsthand experience, I partially experienced this yesterday at Žlebi when buying a tour ski ticket to Gilbertija. I had to fill out a form stating my name and surname, place of residence (town) and phone number. The lady at the counter, who spoke Slovenian, said I must not go on foot along the piste to Gilbertija under any circumstances and that I have a separate tour ski track arranged further to Prevala. She added that with my signature I guarantee I'm skilled at off-piste movement and properly equipped, something like that, and they, by having the tour track to Prevala prepared and open, indicate avalanche conditions are relatively safe.
Recently I saw (forums) that carabinieri or uniformed personnel in ITA not only at ski resorts but also at popular tour starting points are quite strict with checks, so don't mess around, fines are in hundreds of euros.

Some time ago there was even a proposal in Italy that for guided groups the guide must carry a portable defibrillator.

They later dropped that, but regarding avalanches they've significantly tightened things in recent years due to the large number of accidents.

The fine is 100 to 150 euros. The law last year triggered many polemics and remarks, also from CAI.
By the letter of the law you must have full avalanche gear for ski touring, snowshoeing and walking in snow conditions, even e.g. below forest line and avalanche level 1. Applies to children too.

So the law is much less logical than I thought it was.
But sellers of mountain gear surely welcomed it. Capitalism uber alles...

Not only full avalanche gear, also certificate you're insured and who pays possible rescue. I inquired, OEAV member. If stopped, besides the trio I need proof who pays rescue (for me Austrian Generali as OEAV member), plus that proof (PDF on phone) show membership card and ID to prove who I am and docs are mine. Or all that, or 150€ in wallet and strong wish not to meet uniformed person in winter or on tour in snowy conditions in ITA velik nasmeh

Yes. And that certificate in English or Italian.
Agree, insurance is very useful, probably soon mandatory everywhere, even here, the rest is (three dots)
